As an essential member of the PCL Construction Design-Build (DB) team, Studdiford Technical Solutions, LLC (STS) provides BHS subject matter expertise for the TSA Recapitalization and Baggage Handling System (BHS) Modernization program.

The Denver International Airport (DEN) TSA Recapitalization and Baggage Handling System (BHS) Modernization program replaces existing Checked Baggage Inspection System (CBIS) equipment to increase screening capacity and improve long‑term system reliability. The program includes removal of legacy inline explosive detection screening equipment and modernization of aging BHS infrastructure that has exceeded its expected service life.
Project Details
The DEN TSA Recapitalization and BHS Modernization program includes removal of 31 existing inline CTX explosive detection screening (EDS) machines and replacement with 25 new, more advanced EDS machines to increase overall checked baggage screening capacity. In parallel, the BHS modernization effort replaces critical system components that have exceeded their 20‑year life expectancy, including high‑speed diverters, transport conveyors, power turns, merges, motors, gearboxes, automatic tag readers, and other associated equipment.
As an essential member of the PCL Construction Design‑Build (DB) team, Studdiford Technical Solutions, LLC (STS) provides BHS subject matter expertise throughout the project lifecycle. STS supports both design and construction phases through comprehensive design reviews, development of independent BHS construction cost estimates, and factory acceptance test (FAT) witnessing. STS also serves as a liaison with the Transportation Security Administration (TSA) and provides technical recommendations for RFI and submittal responses.
The design‑build scope includes completion of the design and a full turnkey installation of all checked baggage security screening terminal modules. The new CBIS interfaces with the existing Level 5.5 system and integrates with the Consolidated Checked Baggage Resolution Area (C‑CBRA) individual carrier system (ICS), which links the checked baggage security screening modules across the terminal environment.
