The engagement supported the transition to a single‑terminal operating model, consolidating passenger processes into a new terminal while managing the phased migration of legacy systems and infrastructure.
The CONOPS was structured around key operational phases, from the existing 18 MPAX baseline through opening of the new terminal and subsequent expansion to 37 MPAX. The assignment established a clear operational framework defining governance, system responsibilities, service criticality, and transition principles to support operational continuity during one of the most significant airport transformations in Latin America.

orge Chávez International Airport embarked on a large‑scale expansion program that included construction of a new passenger terminal, a second runway, and associated operational facilities. The adoption of a single‑terminal operating model required a comprehensive redefinition of how ICT and Security systems would be governed, operated, and transitioned from the legacy environment to the new infrastructure.
Airport Gurus supported this transformation by developing a phased Concept of Operations for ICT and Security aligned with the airport’s expansion strategy. The CONOPS defined governance structures, macro‑process architecture, and operational principles required to support the transition from the existing 18 MPAX scenario to the expanded 37 MPAX operating environment.
The assignment included a comprehensive review of the airport’s system portfolio, establishing clear responsibility boundaries between ICT and Maintenance departments and across development packages. In parallel, structured security process frameworks were defined for airside and landside operations, addressing passenger and baggage flows, restricted area controls, and contingency procedures across all operational phases.
Particular emphasis was placed on defining migration and transition principles to manage the coexistence of systems during overlapping construction and operational periods. The resulting CONOPS provided Lima Airport with a coherent operational blueprint to align infrastructure deployment, system integration, regulatory compliance, and organizational evolution while maintaining uninterrupted operations.
